A filter is always in use and end users can't change this type of filter.  For example, use a filter if you only ever want to pull in cases where the FosterIntake date was in the last 3 years.  

A user filter allows end users to change the filter as necessary.  For example, use a user filter if you want to allow end users to select which program to view.  Some users might want to see Foster Care, while others might want to view Residential, while still others might want to see everything together.
